Are the restaurants open to non-guests?

Yes. Altura Table in Mexico City and the kaiseki restaurant in Kyoto are both open to the public by reservation. The Alfama rooftop is guest-priority but accepts a small number of outside reservations per evening. Reservations via the property directly.
